Does OFAC apply to Lightning Network?

Lightning Network payments are not exempt from OFAC. Lightning nodes routing payments may face compliance obligations if they process transactions involving sanctioned parties. The routing node's jurisdiction and the transaction's US nexus determine the extent of OFAC applicability.
