TL;DR: Bitcoin itself is not on the SDN list - OFAC designates addresses and entities, not assets. But specific BTC addresses associated with sanctioned parties ARE listed, and a payment to one is prohibited like any other.
The distinction
The asset is not the target; the counterparty is. The same logic as USDT: a BTC transfer to a designated wallet is a prohibited transaction regardless of the coin.
The practical screen
Screen the destination address before any BTC transfer - the screen checks the address, not the asset. The wallet list includes BTC addresses.
