OFAC screening for subscription payments

Subscription screening: (1) Screen at signup. (2) Re-screen periodically (monthly at minimum) because SDN status can change. (3) Screen the payment method itself — crypto wallet addresses, bank accounts. One-time screening at onboarding is insufficient.
