What is Facilitation?

In sanctions law, facilitation is when a U.S. person approves, supports, or assists a transaction by a non-U.S. person that the U.S. person could not themselves lawfully perform. Facilitation is prohibited — you cannot do indirectly, through a foreign party, what you are barred from doing directly.
