OFAC Screens Before x402 Payments

The problem

x402 lets agents pay each other via HTTP 402. If an agent receives a payment from a sanctioned address and forwards it, the operator may have facilitated OFAC evasion. If it sends to a sanctioned address, it is a direct violation.
